Legal basis: Article 3. Regulation of the Foreign Trade Single Window System No. 33452.
Individuals and legal entities that need to process export operations through the Single Window System must first register in the Exporters Registry administered by the Foreign Trade Promotion Agency of Costa Rica (Promotora del Comercio Exterior de Costa Rica).
Through the VUCE system that 10 government institutions are currently linked to the exporter's registry, allowing the centralization of all processes in a single computer platform. The system enables the individual or legal entity to register as an exporter with Procomer. Once this process is completed, registering with each of the other 9 institutions is enabled.

WHERE DOES IT TAKE PLACE?
The person interested in registering as an exporter in a personal capacity or on behalf of a company can go to any of Ventanilla Única (Single Window) offices in different parts of the country (see map here) or perform the registration process online through the VUCE system.
What should you submit?
In case of a private individual: The Costa Rican national identity card or Costa Rican residence card in effect.
In case of legal entity: The legally registered incorporation document of the company with less than one month of having been issued and the identification document of the legal representative in effect.
How long does it take?
If registration is in person at one of the VUCE offices, the process takes approximately 15 minutes to be approved. In the case of registrations made through the VUCE system, the following approximate durations are available:
- A private individual that signed digitally: the approval is automatic once the information is sent.
- Legal entity with a digital signature of the legal representative and digital legally registered incorporation: approval takes a maximum of 2.5 hours from the time the information is sent.
- A private individual or Legal Entity with a hand signature: The time it takes to present the hand-signed ballot at any of the VUCE offices as of the time of its validation.
WHAT IS THE COST?
Registration as an exporter with Procomer is free of charge.
