VUCE System
The VUCE is the electronic platform, in Costa Rica, through which importers, exporters and customs agencies interact to carry out the previous processes of Foreign Trade before more than 16 institutions of the State. The computer system is managed by Procomer and currently has 6 modules for the management of these processes.
It is in Regulation No. 33452 of the Foreign Trade Single Window System reformed by Decree No. 43479, Article 2, paragraph e), where the objective of the VUCE is based on "Implementing the necessary mechanisms so that previous foreign trade procedures are carried out through compatible electronic means".
System Overview
In the framework of the OMC Trade Facilitation Agreement as well as in compliance with Law 8220 (Excess of procedures and requirements to the citizen) the Foreign Trade Promoter of Costa Rica in conjunction with 16 institutions that are involved in the previous processes of foreign trade, promoted the creation of the computer system of the Foreign Trade Single Window in its second version which has allowed great progress in reducing costs (up to 90%) and times for logistics operations in the foreign trade sector.
